Flexible working hours apply in Omagh District Council. However, we endeavour to have at least one member of staff available between the hours of 9 am and 1 pm and from 2 pm until 5 pm Monday to Friday. It may be possible to talk to someone outside of these hours (ie before 9 am and from 5 pm until 6 pm) but an answer machine is available on 028 8225 6201 if you wish to leave a message.
Giving notice for inspections.
A builder may commence work once the Building Control Department has received and registers an application. There is also a legal obligation to advise the Building Control Department at specific stages of the work so inspections may be undertaken. This notice of inspection must be given by the person (builder, developer or applicant) causing the works to be carried out. The Building Control Department will then carry out the various statutory inspections from commencement to completion of the works, however adequate notice must be given to facilitate time management for the inspections.
The statutory notice as specified in 'The Building Regulations (Northern Ireland) 2000' is as follows: -
- Not less than 2 days notice in writing of the date and time at which the operation will be commenced;
- Not less than 2 days notice in writing before the covering up of any excavation for a foundation, any foundation, any damp-proof course or any concrete or other material laid over the site, (e.g. hardcore, radon membrane, reinforcement);
- Not less than 2 days notice in writing before any drain or private sewer to which the Building Regulation apply will be haunched or covered in any way; and
- Notice in writing not more than 5 days after the work of laying such drain or private sewer has been carried out, including any necessary work of haunching or surrounding the drain or private sewer with concrete and backfilling the trench.
The builder is also required to give notice in writing: -
- Not more the 5 days after completion of building works, i.e. erection of a building, any alteration or extension of a building, or provision of any service or fitting in connection with a building, or;
- Not less than 5 days before occupation as well as not more than 5 days after completion of the works.
In the calculation of a period of notice, DAY means any period of 24 hours commencing at midnight on the day on which the notice is given and excludes any Saturday, Sunday or public holiday.
However in the interests of customer service, the Building Control Department with Omagh District Council will accept inspection notices either in person or by telephone or 'fax-back' sheet. This is further enhanced with the present policy of 'same day' inspections for specific stages of works, i.e. foundations, site hardcore and drainage, if the notice for inspection is received before 10.30am.
In the interest of time management, it is important that the notices for 'same day' inspections are received before 10.30am.
